You seem to be familiar with the tile usage policy already. The policy doesn't spell out what "heavy" use is, mostly because we wanted to avoid people assuming that if N tiles are too much then N-1 must be "allowed". That's why you will not find an "official" limit anywhere. But OpenStreetMap tile servers hand out about 4 million tiles every hour.
