OpenStreetMap has started map the world from scratch. So start with empty map and contributors fill streets after streets, building global map. Place are still empty, probability to find this kind of place depend of place and country. You can start your self contributing at OpenStreetMap by surveying on ground or from your computer by using aerial imagery and so on.
