I don't think there's any way to automatically find out where users are located, or their IP addresses. If you go to your user page on openstreetmap.org, and have set your home location, then it will show you "other nearby users". But this is limited to the nearest 10 users, and not all users will have set their home location anyway Also, some users might have an account on the wiki, and have added their user page to the appropriate subcategory of Category:Users by geographical region. But that's probably only a small percentage of OSM editors. And the locations may not necessarily be accurate, eg people might list themselves in several different cities if they visit them regularly. And some people might have a different username on the wiki to on openstreetmap.org. I think the best way to find out where a particular user is located, is to send them a message and ask them.
