CT/ODBL compatibility after edits of non-accepters have been removed

Oh, dear, and now I have another question! (well, several, actually!)

Consider this way: http://www.openstreetmap.org/browse/way/4852821/history

It shows up in Potlatch as having licence problems, but is a clear example of the situation I've just highlighted, where it was created by an accepter, and has been edited by a couple of decliners as well as accepters. Recently, however, a user called woodpeck_fixbot has removed the edits made by the decliners.

is the way OK now?
why does it still show with licence problems in potlatch?
is this how we can manually revert problems on a way?
