And to follow my own question with another... it seems to me that if I have a way that was created by an 'acceptor', but later edited by a 'decliner', that I should be able to roll back the versions to a point before a decliner's involvement. Is there a tool which makes this possible?

The redaction bot (more or less, isn't it? … IIRC) did what you describe, so this would not have been necessary to do manually.

To "roll back" you could use the tools for change rollback and just rollback the changes for this single object of course (for josm reverter: one by one, starting with the newest). Yes, that is not automatic and involves quite some manual work.

While this was a relevant question before the OSM licence change, it isn't relevant now, since the redaction process already did exactly what the questioner was asking.
